J.R. is firmly rooted in Precinct 5. He was born at Memorial Hermann Southwest Hospital and attended Walnut Bend Elementary, Paul Revere Middle School, and graduated from Strake Jesuit College Preparatory in 1995. After earning his B.A. in Government & History at the University of Texas at Austin, J.R. taught World, Texas, and U.S. History at Sharpstown Middle School. He then attended South Texas College of Law, where he received his Juris Doctorate in 2005. J.R. and his wife, Renee, live in Maplewood, near Meyerland, with their three beautiful children, Maxwell (9), Goldie (7), and Woody (5) who all attend St. Thomas More Parish School.
J.R. has been working for you in Harris County government since 2005. Appointed as an Assistant County Attorney by former Harris County Attorney Mike Stafford, J.R. represented the Texas Department of Family and Protective Services in hundreds of child protective cases in the Honorable Judge John F. Phillip's court. He later directly advised the Harris County Tax Assessor-Collector's office on policies and procedures related to ad valorem property tax assessment/collection and motor vehicle registration. From 2009 through 2011, J.R. represented the Harris County Appraisal Review Board, a quasi-judicial body that is a separate and distinct entity from the Harris County Appraisal District. In 2013, he joined the Office of Mike Sullivan, Harris County Tax Assessor-Collector & Voter Registrar, as the Director of Compliance and was later designated as the Chief Deputy. With Mr. Sullivan's leadership and a great team of Directors and staff, J.R. was able to dramatically improve operations throughout the office and had many accomplishments, including:
- Implementation of credit and debit card services for all motor vehicle transactions.
- Dismissal of federal voting rights lawsuit, LULAC v. Harris County, 4:12-CV-03035.
- Successful verification of a countywide petition containing over 150,000 signatures within 9 days.
- Legislative changes to permit online tax foreclosure sales and to require bidder registration.
- Redrew over 300 voting precinct boundaries to ensure compliance with population requirements.
- Record increase in the number of registered voters from 2013 to 2016 (1.92 to 2.25 million).
J.R. Harris is currently an Assistant Harris County Attorney.
